Generally no, an ICL surgery is not affected by tissue or cornea related changes which happen in LASIK.

In fact chances of regression or myopia returning after ICL surgery is far miniscule or compared to myopia returning after LASIK surgery. When we talk about high myopia or power above -6.00D.
